Identify the following emergency measures, temporary restrictions on the rights and freedoms of citizens and their additional responsibilities in the city of Osh, Nookat and Kara-Suu districts of Osh region: 1) introduce curfews; 2) introduce a special regime of entry and exit of citizens; 3) to prohibit individual citizens from leaving their home (apartment) or place where they are being observed or treated for a specified period; 4) to engage in the protection of public order, strategic facilities and facilities ensuring the livelihoods of the population, units of authorized state bodies in charge of defense and internal affairs; 5) to prohibit the holding of spectacular, sports and other public events, as well as strikes, meetings, rallies, street processions, demonstrations and pickets; 6) expel violators of public order who are not residents of the area, including foreign citizens, at their expense to the place of their permanent residence or outside the area where a state of emergency is declared; 7) in order to ensure the activities of enterprises and organizations for the production and supply of products, make changes to their work plans, establish a special mode of operation of enterprises, institutions and organizations, as well as solve other issues of their economic activity; 8) prohibit the dismissal of workers and employees on their own, except for cases of dismissal for good reason; 9) introduce quarantine and carry out other mandatory sanitary and anti-epidemic measures; 10) use the resources of state enterprises, institutions and organizations to prevent the spread of coronavirus infection; 11) attract able-bodied citizens to prevent the spread of coronavirus infection with the mandatory observance of labor protection requirements and their health; 12) introduce control over the media if these funds can be used to escalate the current situation in the territory where a state of emergency is declared; 13) introduce special rules for the use of communications; 14) restrict the movement of vehicles, including foreign ones, and conduct their search, with the exception of the transport of diplomatic services; 15) check documents in places of mass gathering of citizens; 16) regulate the holding of private events (weddings, birthdays and other events); 17) to introduce for citizens residing in the territory where the state of emergency is declared the following additional duties: – take early measures to ensure their own security; – observe safety measures in everyday activities, avoid violations that may lead to the spread of coronavirus infection; – study the rules for using personal protective equipment; – assist government bodies and organizations in preventing the spread of coronavirus infection; – inform the relevant state authorities about the threat of the spread of coronavirus infection. 6. The commandant to take comprehensive measures to prevent the spread of coronavirus infection, to ensure safety, protect the life and health of citizens in the city of Osh, Nookat and Kara-Suu districts of Osh region. 7. The Ministry of Health, the Ministry of Internal Affairs, the State Committee for National Security, as well as the General Staff of the Armed Forces, other involved state bodies and local self-government bodies should provide all possible assistance to the commandant with all available forces and means to ensure the safety, protection of life and health of citizens, as well as preventing the spread of coronavir with os infection to other territories of the Kyrgyz Republic. 8. The Supreme Court shall be granted the right to change the territorial jurisdiction of civil, criminal, administrative cases, misconduct cases, as well as materials of pre-trial proceedings in the city of Osh, Nookat and Kara-Suu districts of Osh oblast for the period of the state of emergency. 9. The General Prosecutor’s Office: 1) to ensure compliance with the law in the implementation of measures and time restrictions established by this Decree; 2) provide the right to change the statutory jurisdiction in the territory of the city of Osh, Nookat and Kara-Suy districts of the Osh region for the period of the state of emergency.
